Using someone else’s MyKad to purchase subsidised RON95 petrol through Budi95 is not allowed – MoF

The ministry of finance has said it is not allowed to use another person’s MyKad to purchase subsidised RON 95 petrol for yourself through the Budi Madani RON 95 (Budi95) programme. This was stated in an FAQ that attempts to answer the question: can my wife and I use our respective MyKad to fill up the same vehicle?

According to the document, your wife (or any other Budi95-eligible individual) and you can use your respective MyKad to fill up the same vehicle. This is provided that the person filling up is present and uses his or her own MyKad for Budi95 verification to make the purchase.

The line is drawn when it comes to sharing your MyKad with another person for the same purpose. This is because holding and using someone else’s MyKad is an offence under the National Registration Act 1959 and the National Registration Regulations 1990 (Regulation 25).

It isn’t stated in the FAQ how this will be enforced, as individuals can “get away” with using someone else’s MyKad at the pump terminal, where they might not need to interact with a staff who can perform a check. We can assume that petrol stations will have staff on hand to prevent this from happening – this shouldn’t be an issue for over-the-counter transactions which are face to face.

    A. What if I cant drive to the petrol kiosk to pump, due to a recent surgery that driving is not possible for 3 month?Say,my son’s own quota is finished, can he fill up my car on my behalf,to do errands for me?
B.How are the 2 Banglas gonna catch people who use someone else IC to fill petrol? Some petrol stations have 10 to 12 kiosks.

      1. 300 litres is A LOT. Even at an average of 10 km/l that’s 3000 km. If that quota is finished somehow, then you’ll have to be there with him. You can’t drive, but there’s no reason that you can’t still ride along to pay for the fuel. It’d be no different than you driving yourself.

      2. If the fear is stolen MyKad then it’s all the more reason to protect them. Why should our MyKad be less protected than our bank cards? It’s no different than using someone else’s credit card by tapping the terminal. No PIN or OTP needed.

I would question your son on his movements as using up 300l of petrol within a month is excessive.

If caught, the law have a means to prosecute you. It is not easy to carry out check for each and everyone though. This budi95 is to shield rakyat from impending fuel price hike. It’s a benefit to rakyat. If u wanna abuse it and share with foreigners then I ask you to think again. Why let our funds flow to benefits foreigners.. if it benefits another rakyat not too bad..

obviously no one is going to carefully validate the IC . but if you want to risk lending your IC to a family member for whatever reason or excuse even bedridden for 3 months , then thats on you.

Fuyooo so many questions. Normally a person would suggest a solution when asking. Normally a person would think first, is this a real material dangerous risk that I’m raising before asking a question. Does every system need to cater for every single minor porridge case?

How about this scenario: I am travelling with a friend in his car. I decide to fill up petrol with my MyKad. It is my own thought and intention to help him. Meaning, I am willing, and will bear the cost, and let go of the subsidy given to me. I don’t mind.

What do the relevant authorities think? Please advise.

Very easy have enforcement at pump. Once caught will immediately lose the right to subsidy petrol. See who dare to do that.

Volunteer to help them and see how long you can maintain that “enforcement” every hour, every day, every night, every week, every month, ad infinitum.

  • There will be teething problems for both the government enforcers and the ones wanting to beat the system. The former think 8 hours per day while it’s 24 hours for the other.

Do you honestly think the millions of without driving license people will actually care? They have been driving without a valid license for so long. What is this obstacle to them?

if they dont have valid license their IC will automatically get rejected and they have to ppay full price at the pump

We all know the level of enforcement in Malaysia. Nobody is going to be checking your My Kad at the kiosk. Nobody is going to question whose mykad u using (at least not in the long run) unless you look like a bangla at the wrong place, at the wrong time, meeting the wrong people
