DBKL issues 11 compound notices to six construction contractors for not complying with roadworks rules

Six construction contractors were issued with 11 compound notices by Kuala Lumpur City Hall (DBKL) for violating standard operating procedures (SOPs) during an enforcement operation targeting road excavation works across the city carried out last weekend.

During the Public Road Dredging Operation Series 2/2026 operation, which was conducted in collaboration with the Construction Industry Development Board Malaysia (CIDB), checks on work sites along Jalan Travers, Jalan Bangsar, Jalan Segambut, Jalan Maharajalela, Jalan Hang Tuah and Wangsa Maju revealed a number of violations.

Inspections at seven locations on Friday night into early Saturday morning uncovered a range of offences, including failing to install road blinker lights, not having traffic controllers on-site, causing damage to foot paths, closing roadways without permission and leaving public roads dirty. Additionally, lorries without permits transporting construction materials were also discovered.

Enforcement action was taken under the Material Transport By-Laws (WPKL) 1997 (two compound notices) and the Street, Drainage and Building Act 1974 (nine compound notices). Meanwhile, the CIDB also issued four notices instructing contractors to submit information related to construction works without permission and approval.

The council said that the operation was aimed at monitoring work carried out by contractors during repairs or maintenance related to pipe installation, road paving, drainage repair and utility works to ensure they comply with the conditions and work approvals issued for the operation sites.

  • Totally agreed with DBKL, the road paved with good condition, then after few weeks later some contractor come and korek and pave the road not up to par, then become eye sore and road condition also damaged, should heavily summoned the contractor for damaging the road…

  • This kind of enforcement should be carried out very frequently of not daily. Make sure all contractor follow SOP. Patch properly after digging.
