The ministry of domestic trade and cost of living (KPDN) has revealed new regulations are being drafted to enable action to be taken against owners of foreign-registered vehicles that purchase RON 95 petrol. This was revealed by KPDN minister Datuk Armizan Mohd Ali during a Q&A session at the Dewan Rakyat today.
Armizan explained that the new regulations under Section 6 of the Control of Supplies Act 1961 are aimed at strengthening control over the distribution of subsidised RON 95 petrol. At present, the legal framework under Regulation 12A only prohibits the sale of RON 95 to foreign-registered vehicles, which allows enforcement action to be taken against petrol station operators but not against owners of foreign-registered vehicles who purchase the fuel.
“Through the new regulations that we are drafting, the prohibition will apply not only to sales but also to purchases. This means that individuals who buy, own or drive foreign-registered vehicles [and purchase RON 95 petrol] can also be subject to enforcement action,” he said. Since August 1, 2010, Malaysia has banned the sale of RON 95 petrol to foreign-registered vehicles.
He added that KPDN is currently engaging with relevant stakeholders and that the new regulations are targeted to be finalised and enforced from April 1, 2026. Armizan was responding to a supplementary question from Datuk Andi Muhammad Suryady Bandy (BN–Kalabakan) on additional enforcement measures to curb leakage of RON 95 subsidies, particularly at petrol stations in border areas.
Existing measures to prevent leakage include periodic inspections at petrol stations to ensure compliance with the use of identity card mechanisms and enforcement of the ban on sales to foreign-registered vehicles. Additional controls include a ban on fuel purchases outside vehicle tanks exceeding 20 litres without a special permit, as well as regular monitoring through logbooks and visit records at petrol stations in border areas.

somewhat stupid rule because most normal cars dont even need ron97 so forcing them to pump only 97 is literally waste
