PDRM offering up to 70% saman discount from Nov 1 to Dec 30, before new structure – RM6.6b outstanding

PDRM is offering up to 70% discount on traffic summonses from November 1 till December 30, before a new saman structure comes into play. It’s an attempt to get back some of the over RM6.6 billion in unpaid tickets.

“If this offer gets good response, we can reduce the burden of outstanding saman significantly. After this period, both agencies, which is JPJ and PDRM traffic, will look into the enforcement approach towards those who still fail to pay,” home minister Datuk Seri Saifuddin Nasution Ismail said yesterday alongside transport minister Anthony Loke in parliament.

Saifuddin revealed that from 2022 to 2025, PDRM successfully collected RM640 million in saman from various discount campaigns. “As a whole, collection over the four years have been very encouraging. However, the old method has proven to encourage some people to wait for the next round of discounts. This is why the government has decided that the system is uniformed from next year,” he said, reported by Sinar Harian.

Starting January 1, 2026 a new saman structure following the ‘The Less You Delay, The Less You Pay’ principle will be in place, with no more discount campaigns. “This is because discounts based on programmes are unfair to those who are responsible and pay their summonses early,” Loke said.

In this new structure, compounds paid within one to 15 days will be entitled to a 50% reduction, while a 33% reduction awaits those who pay between 16–30 days. It’s the full compound rate with no discounts for 31–60 days and court action/blacklisting for unpaid saman 61 days and above.
